Abstract: Представлена трактовка сущности социально-культурной сферы, проанализирована государственная политика Донецкой Народной Республики в области культуры. Приведен перечень и охарактеризованы основные учреждения культуры ДНР, среди которых 20 находятся в непосредственном подчинении Министерства культуры и 486 в муниципальном распоряжении. Выявлено, что на территории ДНР действуют 17 музеев разной направленности, 6 театров, включая всемирно известные. На государственном учете состоит 2340 памятников, которые ДНР берет под свою охрану и считает своим культурным наследием. Сфера культуры предоставляет рабочие места почти 9 тыс. граждан ДНР, тем самым непосредственно влияя на экономическое развитие государства. К основным рекомендациям по развитию социально-культурной сферы и увеличению количества посетителей учреждений культуры следует отнести модернизацию компьютерного и технического оборудования в рамках внедрения медиатехнологий в культурные услуги, а также расширение и диверсификацию видов культурных услуг, предоставляемых обществу. Description: The article presents an interpretation of the essence of the socio-cultural sphere, analyzes the state policy of the Donetsk People's Republic in the field of the culture. The list of 16 types of activities in the field of the DPR culture is given, cultural institutions, among which 20 are directly subordinate to the Ministry of Culture and 486 are at the municipal disposal, are characterized. It is revealed that on the territory of the DPR there are 17 museums of various kinds, 6 theaters, including world-famous ones. There are 2,340 monuments on the state records, which the DPR takes under its protection and considers to be its cultural heritage. The sphere of culture provides jobs for almost 9 thousand citizens of the DPR, thereby directly influencing the economic development of the state. Abstract: В основу разработки методики принятия решений по совершенствованию финансового механизма государственного социального страхования положена детерминированная модель фактора, позволяющая идентифицировать и охарактеризовать основные показатели, влияющие на размер доходной части Фонда социального страхования. Показатели, отражающие результат совершенствования финансового механизма государственного социального страхования, включены в модель впервые. Негативное влияние факторов модели на динамику размера доходной части Фонда социального страхования свидетельствует о несовершенстве нормативно-правового, организационного, информационного и технического обеспечения финансового механизма государственного социального страхования и определяет область управленческих решений по его совершенствованию. С этой целью разработана матричная модель принятия решений, которая базируется на выборе мероприятий, исходя из направления влияния факторов модели и необходимого ресурсного обеспечения эффективности функционирования и развития финансового механизма государственного социального страхования. Предложенные мероприятия по совершенствованию финансового механизма государственного социального страхования Донецкой Народной Республики направлены на повышение его эффективности, что в конечном итоге скажется на росте уровня благосостояния застрахованных лиц. Предложенная схема действия усовершенствованного финансового механизма государственного социального страхования позволит оптимизировать и согласовать процессы взаимодействия всех участников при его реализации. Ее применение будет содействовать своевременному удовлетворению информационных запросов всех участников процесса и значительным образом повысит оперативность принимаемых решений при разработке стратегии развития системы государственного социального страхования. Description: The development of the decision-making methodology to improve the financial mechanism of the state social insurance is based on the deterministic model of the factor, which makes it possible to identify and characterize the main indicators that affect the income size of the DPR Social Insurance Fund. The indicators reflecting the result of the financial mechanism improvement of the state social insurance are included in the model for the first time. The negative impact of the model factors on the dynamics of the size of the revenue side of the Social Insurance Fund indicates the imperfection of the regulatory, organizational, informational and technical support of the financial mechanism of state social insurance and determines the area of management decisions for its improvement. For this purpose, a matrix decision-making model, which is based on the choice of measures, based on the direction of the model factors influence and the necessary resource support for the effectiveness of the functioning and development of the state social insurance financial mechanism is developed. The proposed measures to improve the financial mechanism of the state social insurance of the Donetsk People's Republic are aimed at increasing its efficiency, which will ultimately affect the growth of the welfare of insured persons. The proposed scheme of the improved financial mechanism operation of the state social insurance will allow us to optimize and harmonize the processes of all participants’ interaction in its implementation. Its application will contribute to the timely satisfaction of information requests of all participants in the process and will significantly increase the efficiency of decisions made when developing a strategy for the development of the state social insurance system. Он отображает, каким именно образом разработанные научные подходы должны использоваться в процессе обоснования и реализации решений, включая изложение последовательности реализации этапов, входы и выходы отдельных блоков механизма, а также закрепление функциональных обязанностей за субъектами данного процесса. Результат его реализации определяется степенью достижения стратегических, тактических и оперативных целей государства в контексте государственного социального страхования. Ключевым этапом реализации процессной модели является обоснование решений по совершенствованию финансового механизма государственного социального страхования. Его предложено осуществлять на основе аналитического инструментария с применением многомерного корреляционно-регрессионного анализа, что предполагает построение агрегированной макроэкономической модели. Такой подход позволяет выполнить более точный и детальный анализ результатов функционирования действующего финансового механизма государственного социального страхования и мероприятий социально-экономической политики государства. При этом главной целью является прогнозирование доходной части Фонда социального страхования. Полученная модель иллюстрирует роль финансового механизма государственного социального страхования при формировании доходной части Фонда социального страхования и указывает на возможности и резервы ее роста. The result of its implementation is determined by the achievement degree of the state strategic, tactical and operational goals in the context of the state social insurance. The key step in the implementation of the process model is the justification of decisions to improve the financial mechanism of the state social insurance. It is proposed to implement it on the basis of analytical tools using multivariate correlation and regression analysis, which involves the construction of the aggregated macroeconomic model. This approach makes it possible to perform a more accurate and detailed results analysis of the current financial mechanism functioning of the state social insurance and the measures of the state socio-economic policy. At the same time, the main goal is to forecast the revenue side of the Social Insurance Fund. Угольная промышленность является одной из значимых в хозяйственном комплексе Донецкого региона и занимает важное место в его экономике. В условиях нестабильности внешней среды опыт и практика ее реформирования свидетельствует о том, что процесс развития экономического потенциала угледобывающих предприятий – это одна из важных, но в то же время сложных управленческих задач. В данных условиях необходимость адаптации к стохастичности среды сопряжена с поиском эффективного инструментария управления их развитием, задействованием всех видов ресурсов, резервов и возможностей для стабильного функционирования. Целью статьи является обоснование и формализация концептуальных подходов к управлению развитием экономического потенциала угледобывающих предприятий Донбасса в условиях стохастичности среды. На основе анализа теоретических исследований по управлению развитием потенциала предприятия, особенностей угольной отрасли и макросреды региона научно обоснована и разработана концепция управления развитием экономического потенциала угледобывающих предприятий. Новизна предлагаемой концепции заключается в комплексном и системном подходе к управлению развитием экономического потенциала: определение понятия «экономический потенциал угледобывающего предприятия», обоснование его структуры и составляющих; формирование системы принципов и инструментов с учетом выбранного подхода; проведение комплексного анализа составляющих потенциала для выявления доминирующих факторов; дальнейшая оценка и обоснование стратегии развития шахт на основе интегрированного показателя экономического потенциала. Методология управления и выделенные принципы разработаны согласно цели, задачам исследования, специфике угледобывающих предприятий и соответствуют выбранному подходу. Under these conditions, the need to adapt to the stochastic environment is associated with the search for effective tools for managing their development, using all types of resources, reserves and opportunities for stable operation. The purpose of the article is to substantiate and formalize the conceptual approaches to the economic potential development management of the Donbass coal mining enterprises in the stochastic environment. Based on the analysis of the theoretical studies on the development management of the enterprise's potential, the characteristics of the coal industry and the macro-environment of the region, the concept of the economic potential development management of the coal mining enterprises is scientifically substantiated and developed.
